Methodology

We evaluated policies across five dimensions: environmental health, economic impact, community engagement, access to clean energy, and disaster preparedness.

Results

• Only 12 states earned passing grades
• Low-income communities bear 3x the pollution burden
• Clean energy investment reaches wealthy areas first
